QLD Compliance Checker — Does Your Job Need a Form 4 or Form 1?
Determine whether your Queensland plumbing job is Notifiable Work (Form 4 to QBCC), Permit Work (Form 1 to Council), Minor Work, or Unregulated — in seconds. Based on the Plumbing and Drainage Act 2018 (Qld) and Plumbing and Drainage Regulation 2019.
How It Works
Describe your job in plain English or select from a structured list of work types. The checker considers your building class, whether the building is new or existing, your council area, and whether trade waste is involved — then returns the exact compliance category, required forms, next steps, and council contact details.
The Four Categories
- Unregulated (Schedule 3) — tap washers, shower heads, filter cartridges. No licence needed.
- Minor Work (Schedule 2) — unblocking drains, like-for-like fixture replacement. Licensed plumber, no form.
- Notifiable Work (Schedule 1 Part 2) — existing buildings: water supply extensions, HWS installs, backflow devices. Form 4 to QBCC before starting.
- Permit Work (Schedule 1 Part 1) — new builds, Class 2-9 drainage, fire services, trade waste. Form 1 to Council, wait for approval.
Penalties for Getting It Wrong
Performing Permit Work without a permit: up to $13,345 (20 penalty units). Failing to notify for Notifiable Work: up to $6,672 (10 penalty units). Use this free tool to check before you start.
